I want to use conductive ink to create a curcuit thats linked to an arduino board of some kind, which would then send a bluetooth broadcast to a mobile device near to it. my question is this, does anyone know what would be the best devices to use for a project such as this and how would i go about designing the programming and hardware....i know its a big ask but its something im trying to do.......

I'm presently trying to source the conductive ink but as yet havent found anyone that sells it, even though there seems to be pleanty of people talking about it.....my main aim is to be able to use conductive ink in an inkjet printer. such things i have seen on the net byt again noone seems to sell it......I have found a company that sells conductive paint but that wont give the possability of fine printing...

you've said it yourself. An Arduino. I know there are multiple variants out there, so depending on your need, go for a 'normal' one. If you have one lying around, use that for a start.

As for the bluetooth, there is bluetoothe shields available that has all the needed support circuitry.

What kind of conductive ink do you have?
