Should I cancel my entry in chipKIT challenge?

My entry has been confirmed on 12th of January, which is 3 weeks later than original deadline for entry acceptance. OK, I assumed jury was too busy and with holidays in the way - could happen.
Next, I patiently waited for two weeks for my MAX32 to arrive, just as it said in confirmation e-mail, while waiting for board, bought network shield, as I needed CAN interfaces and wanted to speed things up. MAX32 didn't arrive and I sent an e-mail to contest@circuitcellar.com as per confirmation e-mail.
Almost another week has passed and I don't have MAX32, neither do I have any response from Circuitcellar. Less than two months are left and I am more than sure that with limited time that is left, I will not be able to do all the reverse engineering and engineering that is required for my project.

So I would like to withdraw or cancel my entry so that no MAX32 is wasted on me. Is it possible?

Yes, we can and will withdraw your entry.  We are aware of a a few kits that have got lost in the mail or stuck at customs, (sorry, due to shipment method, no tracking is availble for these packages) this is possibly what has happened to yours, please accept our appologies for this.

I applied with a proposal just before Christmas, when another call for entries went out.
I got no response for weeks, which is said to be customary for Circuit Cellar contests regardless of whether or not one was chosen to receive a free contest kit.
Given the short amount of time left in the contest, I assumed after 2 weeks of not receiving a kit that kits ran out or my proposal wasn't approved.

In late January, I suddenly got an email and then the kit by mail.
There's no point in even starting my proposed project at that late point (and frankly, it makes a lot more sense with multiple, decentralized processors that are actually low-power themselves).

So I proposed a smaller project (also rather more appropriate for the hardware at hand) where I'd still have a fighting chance of getting done by the deadline.
Since then, I've noticed the proposal submission deadline (quite in the past), but I also saw a posting by somebody else who made a late proposal and wondered about the deadline and was told by contest personell that that's fine as long as you're not in need of a kit and that he would receive an email accepting the proposal soon.
So I began working on my project. It's been over two weeks now, and I've received no acknowledgement of my proposal and, more importantly, it has not been added to the "my projects" category, so not only am I not (yet) able to submit my final project entry, but I'm also locked out from any ongoing awards etc.

Is it time I gave up on my project again?

If not, I have another entry question: As with any electronics contest that has a narrow theme unconnected to the hardware at hand (energy-saving, in this case), there a many very similar projects of a common-or-garden green nature, and others that sound impractical in reality but are worded to cover the green requirement on one hand, and many interesting-sounding projects that completely miss the green goal (other than, at most, by some contrived lip service) on the other. I have in the past not entered CC contests despite having some interesting ideas because of no (uncontrived) way of including a contest requirement of no interest to me, only to later find that the winning entries also merely paid lip service to said requirement.

Given what you've seen of contest entries so far, would you think that judging in this contest will in the end ignore the green requirement in order to award some of these very interesting non-green projects, or will the more interesting non-green projects be ignored in favor of those who actually satisfy the green requirement (or at least give a nod to it)?

Also, winning entries will be judges based on the competition critera/rules.

Circuit Cellar guys just replied that my address was incomplete on my entry. That's the actual reason why I didn't receive MAX32.
