How to get a BOM Quote for allied (US)

How does one generate a bom quote for Allied?
The locale preference is set to "Use my Windows setting"
I'm getting the error "An error occurred accessing country locale information" when I select "Use custom setting".
Control Panel\All Control Panel Items\Location and Other Sensors\Default Location shows "United States", after entering a zip code, I get the same error. Not sure where else windows stores this info.
win7 64 sp1. Up to date on ms update

in order to change locale you need to be logged in to ModelSource.
The US locale is mapped to the RS UK export website at the moment, you can place an order for components and it will be shipped to you by RS UK
