Bug: Reverse Pan Does Not Work in 3D Mode

As stated in the title, the reverse pan does not work in the 3D mode.

Hi, thanks for your message. What do you mean by reverse pan exactly? I just played with 3D view and all controls seem to work OK?

When I try and pan in the 3D mode, this seems to be done through the use of the middle mouse button, but not directly by grabbing the part and physically panning it in space, but similar to when you are viewing a PDF in Adobe Acrobat in that it presents the arrows, and when you move the mouse it pans. The more off center you are, the faster it pans. This is unlike the 2D view where you physically "grab" the part and are able to position it to the cursor. (this would actually be my preference for the 3D panning as well, but perhaps this is harder to implement.)
Because the panning is set up the way it is, currently to pan the part up, I need to move the hold the middle mouse button and move the cursor down. If this method is going to be use, I would prefer to have the part move in the direction of the cursor, or in other words, I would like to be able to reverse the current panning method. When I click the reverse pan preference it does not change the behavior as described above.

I just checked that the default is to reverse the pan, and when I uncheck this in the 2D mode, the 2D mode behaves similar to the 3D mode. The checking or unchecking of this option has no effect in the 3D mode.
